An accepted application does not remove any of these checks.
First, Identify The Agreement
Queensland uses different agreements and forms for general tenancies, moveable dwellings and rooming accommodation. Some short-stay, boarder, lodger, specialist or employer-provided arrangements can require different analysis.
Before relying on a form or remedy, confirm:
- the agreement type and the correct RTA form;
- the property manager, owner or provider;
- the premises, room, site and included facilities;
- whether you are renting separately or jointly; and
- which parts of the Residential Tenancies and Rooming Accommodation Act pathway apply.
The RTA's tenancy-agreement guidance is the starting point. If the arrangement remains unclear, ask the RTA or obtain advice before paying or signing.
Queensland Rental Application Controls
Use the current application form and submission routes
For general tenancy and moveable-dwelling applications, property managers and owners must use a standardised application form that complies with Queensland's Act and Regulation. The current RTA form is Form 22. Form R22 is the standardised form for rooming accommodation; the RTA lists separate forms for NDIS specialist disability accommodation, so confirm the form for a specialist arrangement. The RTA's current application-process fact sheet says the relevant-lessor exemption applies to general tenancy agreements only. Do not extend that exemption to a moveable-dwelling or rooming application without current RTA advice.
Applicants must be given at least two ways to submit an application, and one must not be a restricted way. A restricted route includes one that requires personal information to pass through a third-party platform collecting it for the manager or owner, or one that charges an application or background-check cost.

Limit and record supporting information
The application process limits what may be requested. The current RTA fact sheet caps requested supporting evidence at two documents in each specified category—identity, financial ability to pay rent and suitability—although an applicant may voluntarily offer more.
Applicants cannot be required to provide bank or credit-account statements showing transaction details. If you present an original identity document, a copy must not be kept without your consent; providing a copy rather than the original follows a different consent position under the current guidance.
Practical record:
- note the verified recipient and application channel;
- record every document provided and whether it was an original or copy;
- keep the completed application and submission date;
- ask why any additional information is relevant; and
- do not send identity or financial records because an unverified message creates urgency.

Personal information has a defined purpose
Under the Queensland tenancy framework, personal information may be collected only when relevant to the application or management of the premises. It must not be used for another purpose without consent, and the RTA sets storage, access and destruction responsibilities.
Use the RTA's personal-information guidance for the current scope and timeframes. The RTA expressly notes that other state and federal privacy laws may also apply; its tenancy guidance is not a complete privacy-law assessment.
Before Signing Or Paying
Read the written agreement
A Queensland tenancy agreement is legally binding. The RTA says it must be documented in writing and provided on or before the day the tenant or resident occupies the premises and before money is paid. A person occupying without a written agreement can still have protections under Queensland tenancy law, so contact the RTA rather than assuming there are no rights.
Check the final document for:
- names, address and agreement type;
- fixed-term or periodic status and relevant dates;
- rent, due date and offered payment methods;
- disclosed costs and any special terms;
- parking, storage, furniture or other inclusions; and
- repair contacts and any supplied body-corporate rules.
Do not sign a blank or incomplete agreement. Keep the proposed version and the fully signed copy.
Check payment methods and disclosures
The tenancy agreement must record the rent and payment method. A property manager or owner must offer at least two rent-payment options. One must be reasonably accessible and must not exceed reasonable transaction costs beyond standard transaction fees. Before the agreement is signed, associated costs and any financial benefit the manager or owner receives from a payment method must be disclosed in writing.
Check the current RTA rent-payment guidance before accepting a third-party platform. Verify the recipient, distinguish rent in advance from bond, and keep receipts and the rent record.
Keep the bond inside the RTA process
A rental bond is a security deposit. If the property manager or owner takes it, they must provide a receipt and lodge it with the RTA within 10 days. The exact maximum can depend on the agreement type, and employer-provided accommodation can have different rules.
Use the current RTA rental-bond page for the amount, lodgement method, acknowledgement and refund process. Check every contributor's details and contact the RTA if the expected acknowledgement does not arrive or contains an error.
Record The Starting Condition
Queensland has different entry condition reports for different agreement types. The report records the premises, room or site and its inclusions at the start of the tenancy.
Use the RTA entry condition report guidance and the correct form. Before returning it:
- inspect every included area;
- add omitted damage, wear, cleanliness or faults;
- record keys, remotes, meters and access devices;
- take clear dated photographs or video; and
- keep the completed report and evidence together.
The report is evidence of condition, not a repair request. Notify the manager or owner separately and in writing about anything requiring action.
Minimum Standards And Repairs
All Queensland residential rental properties must meet minimum housing standards when the tenant moves in and throughout the agreement. The standards cover a safe, secure and functional property, with detail that depends on the premises and cause of the issue.
Use the current minimum housing standards guidance. Report maintenance or safety problems promptly, identify any immediate risk and keep photographs and messages. Follow the official routine or emergency repair process before arranging work, withholding rent, deducting costs or trying to end the agreement.
Use The Correct Problem Route
Application-process compliance
The RTA identifies failures to comply with rental-application requirements as potential offences. An investigation is a compliance process; it does not recover money or award compensation. Use the RTA's compliance and enforcement route for an alleged offence. If the concern is unlawful discrimination, the application guidance directs applicants to the Queensland Human Rights Commission.
Do not send an application-process complaint into ordinary tenancy conciliation and assume it will decide the issue.
Tenancy disputes
For a dispute after the tenancy process applies, first identify the issue, the outcome sought and the relevant agreement, report, notice, payment record, photographs and messages. The RTA encourages self-resolution first. If the parties cannot agree, they can apply for the RTA's free dispute-resolution service.

Non-urgent QCAT tenancy disputes generally require self-resolution or the RTA process first; urgent and other matters can follow different pathways. Check the exact route and time limits for the issue rather than relying on a general sequence.
